Depending on the speed, there might not be a problem. All the cars that I have owned do not allow you to set the cruise control below about 35 mph. If its at a higher speed then I am not sure what the problem is and you can take it to most car repair shops to get it fixed. As far as I know there is not a high speed limit to set a cruise control (I have set them at 90mph).
