I have a 1994 Thunderbird and I have no electrical power thru out the car prior to key being tuned to "on" position? What could cause this?

I would think that that is how the ignition switch is wired up but you should have power in the accessories position unless the wire for accessories is off or the fuse for accessories is blown

If your fluid levels are OK, could sound like a problem with the Torque Converter; also dissamble and check Trans Valve Body.
