How many miles on the vehicle?
Is it front or all wheel drive??
I suspect it is a front wheel drive. If so, get into an empty parking lot and try it in reverse with the wheel all but maxed out in the turning radius. You might find it to be the CV (constant Velocity) joints.
If not, did you recently get new tires with a change of size? Some vehicles post the correct tire sizes on the label inside the drives side door jamb -- Is it possible that the tire is rubbing on the mud flap?
Also it could be the power steering pump has some blockage either int he hose or otherwise not functioning correctly

'91 Dodge Dakota SE pickup 6 cyl. 170K miles, new tires, new rotors, new brakes. Tires AOK/ proper pressure. Rear wheel drive. Wheels needs to be turned only SLIGHTLY to initiate rumbling...ie: not rubbing on flaps.
