Question about 1995 BMW 5 Series
Sounds like the collapsable steering column triggered and is shorting out ignition switch. That my friend needs to be addressed by a dealer. You're also looking at a really dangerous situation if air bag goes off while your driving.

(electricity) An electric switch that is connected to the ignition switch of an internal combustion engine and prevents starting the engine unless the transmission shift lever is in the neutral or park position, or the clutch pedal is depressed.
Might try tilting the steering wheel up or down and starting in different positions, maybe loose wire in tilt.
