I sounds as if you may have a plugged catalytic converter. Is your check engine light on? If your check engine light is on, have your codes read at autozone if there is one in your area to determine the nature of your check engine light.

If the front caliper is anyway sticky would it make my is200 make a sqealing nose from front of the car at 40mp and stops at 20mph

Normally the break pads have a metal piece that scrapes on the disc when the pads are almost gone
The squealing might mean that you need to change the pads

Lexus is200 sqealing at 40mp and stops at 20mph have changed the discs and pads and caliper is fine

You might have a bearing in your alternator failing or an idler pulley bearing for the serpentine belt as the source of the noise you hear.

if it is brakes area the new pads will be bedding in to new rotors

if calipers are not new and only inspected needs looking at again seized calipers or sticky guides

2007 Expedition 5.4 Will not run fuel pressure 60 scan no codes

Try unplugging the mass air flow sensor with the key off. If it starts and runs, then you may have debris on the sensor.
