All manual steerings are hard when sitting still. You have to at least move slightly when attempting to turn a manual steering car, to get it to turn easier.

there is no connect between brakes and steering so for the present pass on the booster idea
when the wheels are no turning ( like when stationary) the steering is normally hard to turn as there needs to be movement for the rubber to move on the road ( old manual boxes were well known for this)
I suggest that the power steering is low on pressure and because you notice it more under brakes I would have the power steering pressure tested by an accredited steering specialist shop

Hard to steer when siting still

old post no year,
scan it
means power assisted steering is failing
or tires against a curb, or in pot hole or obstruction
check fuses
check pump level, and for leaks
and for fan belt not turning pump. fast
scan it.

take it to an accredited power steering shop for a proper diagnosis and test

My mistubishi mirage 1998 is hard to turn. what could be the possible problems

If you have power steering, check for the following first:
  • Check for an adequate level of power steering fluid.
  • The power steering pump is bad, or the belt is broken.
  • The steering cylinder has bad piston seals.

In any design version, bad alignment, worn or under-lubricated front-end parts can increase steering force. These problems are more noticeable with manually-powered steering. I have not heard of any hard steering caused by a problem with the steering column, but I suppose it is possible.

Power steering

Support front wheels off ground. Chock rear tires, get an assistant for safty. Start engine (do not put in gear) step outside of car and manually turn wheels left and right by hand. Cut off engine. Turn key back to release steering lock. Manually turn wheels by hand again. If it requires the same ammount of strength to turn wheels, then Rack and Pinion is bypassing internally. Solution... replace rack & pinion.
