Question about 1999 Ford Explorer
Won't start, new battery. Is it the altinator?
The first things I would check would be: listen to the fuel tank while a friend turns the key to the on position, you don;t have to try to start it. If you don't hear a hum coming from the tank, something is keeping your fuel pump from running. If that is the problem check all of the fuses and relays related to the fuel pump. If that is not the problem, have some one pull one of the the spark plug wires off and stick a spark plug in it. Turn the engine over,(please stay away from the plug, it can shock the badly) if the plug does not spark, something is wrong with the ignition system.

The car will run with a new battery for a little while even if the alternater is bad, so I would look at fuel problem.

But it won't run if the alternator is shorted out.
