The camshaft is inside the motor.

You say the timing belt is intact, so I assume you have checked compression.
Have you checked base fuel pressure and are you getting spark to the plugs ?

Basically, if your camshaft were to break, 2 things. One is, the motor will no longer run at all. The camshaft is on the top of the engine inside the valve cover, and it is responsible for opening and closing the valves.
Second, take some pictures, because camshafts breaking is really as rare as hen's teeth!
Wish I could tell you what the problem is, but my only suggestion is: don't drive the car, or even start it for that matter. Have it towed to a repair shop. This sounds serious.

2003 ford taurus 3.0 Vulcan cranks strong, you can smell the gas but it won't start. I tried replacing the ignition coil with no results.

It is one of two things. Crank shaft sensor, on timing cover, behind crank pulley. Or the camshaft syncronizer, or the camshaft sensor (sits on top of Camshaft syncronizer) Located on drivers side end of engine, in what used to be the home of the old type distributor.

96 neon starts but when giving gas motor bogs down like its receiving no fuel. Replaced the crank sensor fuel pump and fuel filter

Sounds like the camshaft is out of sync with the crankshaft.

Neons have a real problem with camshaft timing belt sprocket. The pin that aligns it to the camshaft can shear off and then the sprocket can slip so the belt is out of time. If it slips enough, you can bend the valves and then the engine is damaged. It won't necessarily set a code when this happens. If you check the belt timing it will appear to be just fine because the sprocket and crank are still in sync, but the camshaft is out of sync. Pull all the plugs and check compression with a gauge from the auto parts store. If it's low, then that might be it...Normal is 175PSI - 225PSI. OR, your timing belt may have slipped a tooth or two, in which case you can just look through the hole in the timing belt cover with the engine at Top Dead Center. The timing mark should be lined up with the cross hairs on the cover.

Possible Symptoms:
Erratic Idle

Possible Causes:
Intake Camshaft Adjuster tight/stuck
Intake Camshaft Adjuster faulty

Possible Solutions:
Check Intake Camshaft Adjuster
Use Output Test, Meas. Value Blocks (MVB) & Basic Setting

If the car runs fine, clear the code and see if it decides to come back.

If you don't have any check engine lights on, it may just be a plugged fuel filter. If the check engine light is on, it may be a bad throttle position sensor or bad camshaft postion sensor.
