There can be several reasons for this, however the first thing i would check, if all else seems normal, is whether or not the front propellor shaft is turning. if so, then check the front axle connection actuator. this is a vacuum motor on the passenger side of the front axle. there are vacuum lines that are connected to it, and the sometimes break or become disconnected. If all of these are ok, then get back to me and we'll find other things to check. good luck!

    thanks.
No light showing on the dash but I can hear the transfer case whine

You need to see if the front prop shaft is under power. if so, then suspect the fron axle lock. You can contact me at fmeert@gmail.com with anything you need clarification with. you will need to raise all 4 wheels to do this. -PLEASE BE SAFE! if so, then check the axle disconnect as i preveously mentioned.

I cannot get my 4wd to engage in my 1999 Ram 3500 dually. How do I know if this is an actuator problem or if it is a vaccuum problem?

Use a hand held vacuum pump and see if it engages. Sometimes the shift fork gets bent in the axle and this will cause it to not engage or it could be a bad vacuum motor.

You have vacumn lines the run to your transfer case and then to the vacumn motor on the front axle. you need to check the lines and connections. If vacumn is working fine, then motor on front axle is bad.

1999 Dodge Ram 2500 diesel. 4wd won't work

yes there is a diaphram and it may need to be changed and I hope when you blew the lines out that you put them back where they belong . The problem with the diaphram and the vaccuum lines is that they are extremely sensitive to moisture and therefore not very efficient. I know that you can get an aftermarket kit to switch it to a mecanical system which I guarantee will be the end of your problem. I would also take the filler plug out to see the fluid level, if nothing comes out fill it with the proper fluid till it comes out of the hole then quickly put the plug back in.
