The teeth on the regulator are stripped, amazing this is the first go round on that issue on a 20 year old car. get a new regulator, not just the motor, parts stores and eBay best/cheapest places. pay an auto glass shop to install it . they have the know how, the tools, and the fasteners on hand. once you have tried this yourself you would gladly pay someone 50 bucks to do it the next time.

Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
goodluck!

Cant roll down windows from drivers door. i can roll down the passenger side window from that door but i cant roll down any other window.

The Master Switch may be bad. Thats the first thing to verify good or bad. It may be a big deal to find a wiring diagram and then verify where voltage is lost. All of the window power goes to the Master Switch,(through the lock out switch) then on to each window. Except for the right front window. The diagram is confusing, it does not appear that the lockout switch turns off the RF passenger window.

All Electric windows work when they feel like it. Odd windows some will work today others will work tomorrow

it may sound strange, but make sure all of your doors are fully closed, and then test your window buttons, my crown vic does this thing where I can roll the windows up, or halfway up before they stop, or sometimes i cant roll them up or down...Until I close my driver door all the way, or the passenger door

Rear window rolling down when ignition is turned

Most cars will do this for tem minutes, that is, let you roll down the windows even after the key is off. When you open the drivers door, it automatically cuts all power, thus stopping the procedure. Hope this helps.
