Its a 8 cyl if it has open the hood and there is a round panlike thing on the top of the engine its a 6 cyl if it has square plastic lid near the right front headlamp #2 on the hood or where the radiator sets there should be a sticker that will say 4.0 for 6 cyl and 5.2 for v8

99 jeep grand cherokee has power to one coil pack but no spark

The 6 cyl engine uses a coil strip for all 6 cylinders, and the 8 cyl uses one coil per cylinder. So I assume you have an 8 cyl engine.
You are saying one coil has power but is not firing ?
Have you switched it with another cylinder to eliminate the coil as a possible problem ?

Belts already off need to get slack for new one

The 6 cyl engine uses an adjustable pulley to keep the belt tight.
The 8 cyl engine uses a tensioner that is spring loaded.
You have to loosen the mounting bolts and turn the adjusting bolt to move it on the 6 cyl.
You use a bar or wrench to move the tensioner.

Wher is the ignition control module located in a jeep grand cherokee lorado

6 or 8 cylinder? Either way the computer (ECM) controls the coils. 6 cyl has a 'coil rail' and 8 cyl had individual coils on each cylinder. There are crankshaft and camshaft sensors that tell the ecm when to fire each cylinder

Needs a new engine/block. What's the approximate best price for this?

You did not specify if 6 cyl or 8 cyl.
For a decent mileage used engine, expect to pay around 8-1200. Expect to be in it around 3k parts and labor.
