1999 silverado clicking but not starting

Might want to chg. the starter switch under dash, sounds like its shorting out or something and keeping the starter engaged, try starting it in neutral and see if it does the same thing. I am not sure if the starter switch and park neutral switch are one in the same or not, but i'am thinking they are, that would account for the starter drive kicking out of the engaged position when you move the shift lever. Also make sure your connections to the battery are clean and tight.

It sounds like you have a bad ignition switch. Its located on the steering column under the dash. You may have to drop the column down to gain access.

03 silverado turn the key to start but starter will not engage

Interesting problem, on the starter is a "trigger" wire that originates from the ignition (may run to the power distribution center). When the truck is started 12 volts runs down that wire and activates the solinoid on the starter. Put a 12 volt test light on the trigger wire by the starter, have someone hit the key to start, test light should come on, if not chase wire back and look for a break in the wire or replace trigger wire.
