It is unlikely to be the wiper (eccentric) hub mechanism and is more likely to do with either a loose connection to wiper motor or due to dirty motor commutator or worn brushes. Just one other area is the wiper switch, is the wiper performance affected by holding on and slightly twisting the wiper selector stalk? - indication of dirt in the contacts of the switch itself. Removing the wiper motor is not such a bad job and mainly involves removing the guttering from along the bottom of the windscreen too access the four retaining bolts holding the motor frame. Once the motor is out retire to the kitchen table and give it clean up and inspect the brushes. Sometimes the brush length is fine but the guides have become so clogged with dirt and carbon that the brushes can no longer slide up and down to make good contact with the commutator. The brushes tell you a lot, if the ends making contact with commutator are shiny and smooth then they are working well. If the ends are matt black then this is indicative of arcing due to bad contact. To fix the guides remove the brushes and clean the guides internally with cotton buds moistened with a little WD40. There is no harm in soaking the whole motor in soapy water as long as it is well rinsed and allowed to dry. Apply a little light oil to the motor bearings. When reinstalling also make sure that the motor wiring connection terminals are also clean and bright (free of corrosion).

Check the connections at the wiper motor (below cowl) leaves and trash collect there and moisture build up/corrodes contacts on wiper motor.

bad connection on the wiper motor or a fulty switch. check connections for corrosion first because that's free then move to switch if the problem still exists

New mercedes C200 with wiper blade shudder

Even though you say your C200 is new, the wiper blades could be defective. Also, there could be something on the windshield such as car wash residue or something splashed on the windshield during normal driving. If there is a streaky effect without clean wiping, I would suspect one of the causes I've noted

Windscreen wiper on Mercedes C200 not working. Replaced it 4 years ago. Slowed down in cold weather - 2; then stopped.

you should check the connection to the main board and the connections to the motor for the wipers. these sometimes become gunked up, so when you pull them apart to check them clean them with sand paper or something that can scrub them like a green scratch pad
