If the problem only happens when the engine is cold, a bad electric sensor is likely to blame. If the car stalls even when the engine is warm, the cause is likely a faulty electric fuel pump.

Timing Belt. I bought this car used about two years ago with 87k miles on it, it now has about 117k miles on it, when should I change the timing belt on it?

Every 70k miles or so the belt should be replaced. Fairly easy for a mechanic to do and sound like it's due for one

2002 Lancer is running fine is turning over 70,000 miles soon should timing belt be replaced?

Timing belts should be changes every 50-70K miles. Even though its running fine, the belt can get worn out, have splits, or become brittle and could snap at any time. I highly recommended having it changed to prevent damage that could occur if it does break.
