I'm assuming you mean yellowed/hazy? Use a headlight lens restorer kit from local auto supply store. Mask off paint and use buffer for best results. You're removing the surface oxidation and pits on the plastic from road use and repolishing the plastic. Takes a couple hours for the first time, can be redone every six months in only 15 mins.

Cant be fixed, you will need new headlights. Just google it.
