Question about 1999 Ford Contour
It sounds like the mechanical part inside that seat belt mechanism is bad. If something hasn't fallen into it to cause this problem, you will probably have to replace the seatbelt. They are preset from the factory and should not be messed with. They are designed to lock up when the belt gets pulled fast. It uses a centrifical force type mechanism internally. You might see if there is a recall on it. Do check to see if any foreign objects have gotten inside of it. You will probably have to remove the whole unit from where it's mounted to be able to remove the covers and check for foreign objects. Good luck.
