Question about Buick Park Avenue
Without knowing the specifics...I would hazard a guess that in the process of installing the new battery, the mechanism that opens the heater water valve was disconnected. It might be a vacuum operated valve, or it might be a mechanically (cable) operated valve.
Odds are it is a vacuum operated valve and the vacuum supply hose was knocked off during battery installation.
