Turn key to start and nothing, new battery, starter and cables, has been sitting for a day in cold weater, before this it was fine, all lites elec windos and all work

your starter is shot. The click and the ting sound is your bendex not engaging properly. You can catch car on fire, or mess up your computer if you keep trying to start it. Be sure to disconnect the battery when you change it. Good luck

there may be a damaged wire coming from the receiver ring which sits round your ignition lock, this "reads" your key and allows the starter to turn your engine over so if there is an intermittant fault here that could cause your non-starting.
sounds like a starter. if possible without getting hurt maimed or mutilated, try tapping on the starter (best done with a rod standing beside the car) while someone holds the key in the start position. if car starts (works about 50% of the time) it's the starter. otherwise, if all lites come on, radio works, etc but nothing when you turn the key, replace the starter
you can have a weak battery alot of time when its cold it effects battery's with dead cells but when they warm up. Make sure your battery cables and terminals are free off corrosion if they aint clean the and try you may need to jump it after or it could be an altenator or number of diffrent things.
if car is automatic, try starting in 'N" , locate starter motor and tap it hard wile turning key to start, if cr starts after, needs new starter, look if lights and instruments come on when turning key, try to start car from starter, also key problem
