Question about 2002 Ford Explorer
Have you checked the fuse ? if the fuse is fine then I would suspect with a car this age the lighter it's self will be on it's way out. you can often replace just the plug in lighter part but on occasion the 2/3 wires to the back of the lighter housing can come off there clip and again cause the fault.
