I have a 2000 Toyota Echo and need to access the heater blower fan. The filter apparently fell in the squirrel cage and became confetti. After removing the glove box and 5 or 6 screws on the outside of the heater box, I still can not figure out how to get inside to change the heater blower motor? I vacumed out the box as good as possible throught the filter door and replaces the filter but the motor makes a loud noise on high and does not work efficiently.

Try all fan speed settings to determine if you have air flow on any (particularly High speed). I don't know the specifics of your Echo, but typically high speed is a straight-through connection for power to the blower motor.
If high speed works but none of the slower speeds do, the issue is very likely the blower motor resistor or the resistor connector.
If none of the speeds work, there might be a bad fuse for the blower motor or the motor itself might be bad.
If you can hear the blower on all speeds but still no air is coming out the vents, the issue might be either a damaged diverter door that is not properly directing air flow or possibly something got sucked in to the blower motor squirrel cage and is severely restricting air flow.

I assume you mean the heater - it could be something is lodged in the squirrel cage - take it over a bumpy road and try again. I had this happen with my prior car - something from the glove box fell behind the box and got trapped in cage - we pulled it out and it worked fine.
the blower motor is under the passenger side dash board.
Sounds like your heater blower motor is not functioning properly. At high speeds it's probably drawing air in from the outside then through the vents (defrost, etc.). If blower motor sounds like it's running, then maybe the squirrel cage (heater fan blade) is not spinning and in need of repair or replacement.
The fan cage(blades) are bad,you will have to replace the squirrel cage,and you may have to buy it as a whole unit to get the squirrel cage.If this was at all helpful,please rate thank you.
YOU NEED TO TURN OFF RADIO TO KEEP FROM LOSING RADIO CODE.REMOVE NEGATIVE BATTERY CABLE.THAT WILL DISABLE AIR BAGS.WAIT 30 MINUTES.SO THE AIR BAGS CAN DISCHARGE.THE BLOWER MOTOR IS LOCATED ON THE PASSENGER SIDE OF VECHICLE UNDER THE INSTRUMENT PANEL.WHEN REPLACING THE BLOWER MOTOR.YOU HAVE TO REMOVE THE SQUIRREL CAGE OR BLOWER MOTOR FAN.BY REMOVING THE METAL STAR CLIP RETAINING THE FAN CAGE TO THE MOTOR SHAFT.REMOVE THE FAN BY PULLING STRAIGHT OUT.TO INSTALL BLOWER FAN TO NEW BLOWER MOTOR.INSTALL THE FAN CAGE ONTO THE MOTOR SHAFT .ADJUST THE FAN CAGE TO GET A CLEARANCE OF 0.30 INCH TO THE MOTOR MOUNT PLATE.INSTALL EVERYTHING VISA VERSA.BESURE TO BUY A REPAIR MANUAL.SO IT CAN SHOW YOU WHERE ALL YOUR PARTS AND SCREWS ARE LOCATED. The motor is mounted on the firewall of the car. It has a wire harness, 3 bolts and a rubber hose that will need to be disconnected before you pull out motor.
My suggestion would be to remove the heater fan blower motor, under the glove box. 3 screws.
Look for debris in the fan motor "squirrel cage"...sometimes, the fan can **** small, loose papers out of you glove box
