When you take your foot off the gas the temperature gauge goes up. We already changed the thermostat and the water pump. What else could it be?

Water pump does not sound like it because if the temp goes down when gas is applied that means water pump is pumping. but good to eliminate it none the less.
Possible cause
Clogged radiator
try to flush the radiator both ways
restriction inside the block

If the temp gauge instantly changes in no-time-flat it could be an electrical problem such as a loose ground wire. Does it change a little bit, some, or a whole lot? The thermostat could be stuck partially closed (partially open) and is restricting flow enough so that without elevated engine RPMs it get hotter. If this occurs when you are not rolling then your electric radiator fan may not be coming on. I understand that on many makes the radiator fan is controlled by the fuel injection computer. When the AC is on usually both the AC condenser fan and the radiator cooling fan come on. Or while standing there observing, see if the radiator fan EVER somes on when it has fully warmed up. If this is the case then the only cooling you are getting is while underway and air is flowing through the radiator (passive cooling only). If you find the radiator fan NEVER comes on the computer may be at fault. A company called HAYDEN makes a lot of aftermarket cooling system parts and they have a kit to control radiator fans with an adjustable thermo switch. Putting one of those on would be a much cheaper solution than swapping a computer that is otherwise OK. I think PepBoys sells them. By the way, a radiator fan can be tested by unplugging it and connecting (with scrap wires) to the battery to see if it will run. Take care not to let the two wires touch each other creating a short. I would not be tempted to wire the fan motor direct so it runs constantly whenever the engine is running though.

Is there a vast difference in the temperature between the upper and lower radiator hoses? If there is then you should check out the water pump (since you already changed the thermostat).

Check the water pump and also check the radiator for blockage, make sure that fluid pours out the bottom of the radiator with the lower hose disconnected

The temperature gauge is goin all the way to the 260 mark after driving it for 10minutes. i was told that it could be one of 3 things: head gasket, water pump, or thermostat. more than likely, what could...

it could equally be all of those things. You would have to test them all. it could also be that there is a hose that goes to the radiator that could be kinked
