You may have to take the blower motor out and look for debris in the box or a problem with the squirrel cage.

A clogged cabin air filter can cause repeat resistor failures. A bad blower fan can also cause repeat resistor failure.

Inside fan switch has 4 speeds only high works,

I have great news!It is not that bad!Look near the blower motor in the blower case housing ther is a blower resistor. It will have a multi-wire plug in.Unplug this ,and remove the two screws that retain the resistor in the box.Pull the resistor out ward,it will be out.The part store will have it or can get it for you. This is your speeds for your blower motor. If the blower is making any kind of racket,or seems to be slow when it is on high selection, replace it also, cause this is the cause if the resistor going out.

1st 2nd and 3rd fan speeds dont work when a/c or just fan is on... this is on a 99 plymouth breeze.. what do i do?

You need a blower motor resistor. The resistor is fairly inexspensive and is fairly easy to get to and replace. Hope this helps. Good luck.
