Hello that would be allot of work and costly you might consider my solution replacement of your headlight relay witch will be located in your fuse relay cluster behind your battery under your engine hood compartment.Neon's are known for this i have two Neon's my self a 95 sport as well as a 1997 both the same head lamp relays and from assisting others this is common.

I have a 2000 Dodge Neon - the passenger side low beam will not come on. I've replaced the bulb but it still won't work. Both high beams and the driver side low beam are fine.

Check the wire right at the plug. This were they break the most. You have ground, because the high beam on that side works.

2000 impala-low beams don't work but high does

sounds like the problem is the dimmer switch, get a price on the dimmer switch. If you have to, get one at a junk yard . It's cheaper.

No low beams on 2004 dodge neon

Do both the high beams work ok?
What happens when you click the low beam/high beam switch? Do you hear or feel the switch clicking when you move the switch towards you? If not them I would presume the multifunction switch is the problem

No lowbeam headlights

Headlight Switch itself If Not then this Very Well May be in your Multifunction Switch

Non working horn

There are a few things that it could be.

The horn is defective. You can test it by hooking 12v to it directly.

The relay is defective.

The horn switch is defective

The fuse is blown.

There is no power to the circuit.

First check fuse.
Second check horn.
Third check horn switch or bypass switch to test
Fourth check relay.

Low headlights do not work

Check your hi/low beam switch. It sounds like you are not getting power through the switch on low beams.
