Either the front control switch is bad or the blower risister.I'd venture to guess the blower resister That is if the blower motor is good.

Front AC cold but Rear AC very hot

Not likely, but Is Hot water flowing to heater coil in back? How hot is "very hot" Is it a refrigerant line? If a refrigirant line, Very Hot means it is hot gas from the compressor that "should be going to the condenser coil usually in front of the radiator. It's almost impossible for that Hot refrigerant gas to go to the cooling coil in the back unless you had some repairs done and they weren't certified. My guess is the radiator hot water is not being controlled properly, due to bad valve or control system components.

Rear Floor Vent heat only

Sounds like your heater coolant hose door flap is broken or loose. May want to check behind the heater controls, if your components are mechanically operated. If electronically, may need to perform more troubleshooting before replacing this component.

I have a 1991 Buick Park avenue with 44,000 miles that is not blowing air through the vents. I just put a brand new resistor in and that changed nothing. The fan spins at a low speed when the car is turned...

Switch the relay with one of the other relays to make sure that this relay is good then go to the HVAC control programer which is behind the floor vent (middle). The Blk/gray wire is the one that supports the relay coming out of the HVAC programmer, but there is a chance that this programmer is bad. If that proves to be the case, I may even have one...let me know.

Rear A/c blowing but nothing coming out of the vents

did you mean it does not blow cold but the fan blow only, than your evaporator is not working properly in the rear. Most big SUV has two evaporator, one for the front and one for the rear. Both runs on same compressor. If your ac blow cold up front but not the back, thermostats expansion valve me be bad for the back unit...If the expansion valve fail, no freon or pressure will flow to evaporator. hope that help a bit
