Question about 1999 Mercedes-Benz E-Class
The most common problem I find in this season, is having summer 32 deg. F freezing windshield wiper fluid in the tank rather than -20 deg. F freezing windshield wiper fluid.
Try to warm up the car by parking it in a heated garage until the windshield wiper fluid thaws. Then, try to use it all up, and add the 'winter' vs. the 'summer' formula of windshield wiper fluid.
If this does not solve the problem, the pump might be burnt out, in my experience.
You should hear a humming sound as you depress the button for windshield wiper fluid inside of the car.

Ensure you have a little water in the screen wash bottle. There is a small water pump on the side of the screen wash bottle, it push fits into a rubber grommet and can be easily pulled out. Wiggle the connector, wires and check the fuse whilst the motor is out and whilst engaging the screen wash switch. At some point the motor may kick into life. If you have head light washers the pump sits parallel to the screen wash pump. If the screen wash pump is dead you can swap the electrical connections and hoses between the pumps and you will have screen wash but no head light wash an interim measure until you can replace the faulty pump.
