Usually a broken coil spring or leaf spring depending on what is has. And yes can be very dangerous. Have seen a piece of coil spring puncture a tire and cause a blowout and people have been killed from pieces of broken truck spring on highway.

If the Vdc light and slip light is on and the brake fluid is not low, is it safe to drive?

I don't know year--make--model?
I'd check brake pads--wheel speed sensors--everything. I can't take the responsibility of telling you it is safe to drive, your brake system is very important. In an emergency would I drive it, yes, hopefully, I wouldn't endanger anybody but myself.

What does it mean when my 96 Lincoln Continental won't shift from 2nd to 3rd gear and is it safe to drive it like that?

It is safe to drive but the car is running in too low a gear at high speed and this will result in greater engine wear and lower gas mileage.

You have a transmission problem.

Oil pressure light is on while I'm driving

No, it is not safe to even have the engine running with the light on-your oil pressure must be low or lost-serious engine damage will result.
Check oil level, and if low add to the full mark. If light goes out, you may be alright. If light is still on with car running, get to a shop immediately for diagnosis.

Is it safe to drive a buick rendezvous with a worn rear suspension knuckle?

"safe" is when everything is in good condition...Temporary use on short trips at low speed with slight wear is relatively safe, but it's a judgment call that needs to be made, based upon amount of wear. Best option always is to get it repaired.

Low oil pressure light is on

Until u have a mechanical test gauge hooked up to verify the oil pressure is ok assume it is not a good idea to drive, low oil press will destroy a $4000.00 engine very quickly.

4 Wheel High speed limit

The owners manual should state, but you should be safe at speeds up to 45. I have a Tahoe and have driven in slush and snow up to the speed limit on highway. 4 Low should be on off road terrain only, you can cause serious damage if you drive in 4 low on pavement.
