I don't know if it applies to the '92 Roadmaster or not, but I do know that some vehicles will do that if a bulb is burned out. I had a car that did the same thing, where one direction would not blink, but the other would, and the hazard lights worked fine. Replacing a bulb fixed the problem.

Clicking sound when turning the ignition 1992 buick roadmaster

Just going by what you described it sounds like battery or starter. I bet the car starts when it is jumped off. Take it somewhere to have the battery checked (Auto Zone, etc where they will check it for free.) If its not the battery then take it somewhere to get the starter and solenoid checked. Either solution shouldn't be extremely expensive.

I have a 1992 buick roadmaster limited edition and my reverse lights stay on all the time how do i fix this problem

Hi...sounds like your Neutral Safety Switch needs to be adjusted. Loosen screws enough to slide switch one way or the other until your backup lights go out when the vehicle is in park, then re-tighten screws. Check to make sure backup lights come on only in Reverse. Here is a link showing the location of your Neutral Safety Switch: http://www.autozone.com/autozone/parts/1992-Buick-Roadmaster/Neutral-Safety-Switch/_/N-iwj89Z9cid6 (copy and paste entire link into your browser if the link is not live)

How to fix the left turning flasher? left turning flasher is not flashing on it's own

If the right side is flashing and the left side just comes on and stays on, there is a bulb out on the left side. Check both front and rear.
