I have a 1999 F150 4x4 automatic, battery light just started coming on, it has a new battery, 4-5 month old. I check with multimeter on positive and negative on battery and it did not increase the reading...

The Alternator field fuse, and the harness for this to the alternator.

In the '99 MY this was moved back to the fuse block, engine compartment fuse # 11.

The other is the wiring harness for the alternator field and charge circuit plugged into the alternator.
This is the connector on the alternator, and can be prone to a broken orange wire ( from the fuse above ) or a dirty connector causing issues.

The harness might need a through check for damage,

Those are the things that I would start with, easy check. IF they check good, next step is to have the alternator bench tested

Truck has surging idle when cold scanner says bank 2 running lean whats wrong with it?

I found this on two 1999 F150 trucks with 5.4L. One was mine. There is a vacuum hose on the back passenger side of the engine that is about the size and length of your thumb. With age, this hose will collapse and then develop a vacuum leak. It can be pretty load if leaking.

My 1999 ford f150 truck with a 5.4 liter engine misses between 1000 and 1500 rpms but idles ok and runs ok at higher rpms

...and no check engine light? Could be a number of things. Start with a couple cheap things. Check the shart/large diameter vacuum hose on the back passenger sideof the engine. On top of the intake. Common vacuum leak.
Or get some MAF spray cleaner and clean the MAF sensor.

My 99 f150 will read that its hot while idling for a long period but the vehicle performs fine. i just let it run for a few hours and i dont know when it started to read hot but now my check engine light...

You should have the check engine light read, go to autozone and they will stick a reader on it and tell you what codes you have in the computer to cause the check engine light to be on. If your engine is overheating, you run the risk of blowing a headgasket on this engine, because it is an aluminum head. Do you hear a boiling sound while the engine is hot? If so it is overheating, and you need to find out why. Hope this helps, let me know

A leak

the only way to permanently fix that is to drain the block of all fluids and detach the battery, then weld the leak hole shut. You can try using a stop-leak product from your local auto parts store for a temporary fix.
