Question about 2000 Chrysler Cirrus
It sounds like the power steering pump is crying for more fluid. stop by your local auto parts store and get some power steering fluid. you will see the reservoir for the fluid in the engine compartment - it is located on the pump motor and has a twist off cap and a small hot/cold fill dipstick. if the engine is cold - fill to the cold line and then start the car and drive and this should solve your problem.
