Your engine is getting a bit sick, I'm afraid. If it is oil coming from the tail pipe (blue smoke) you are burning too much of it.
If it is water vapor. i.e. steam coming from the tail pipe. You have a coolent leak from a likely head gasket failure.
Check the oil with the dip stick. It it is too full, and the oil is a milky color, you have a serious head gasket lead with water going into the oil.
Something is definitely happening that shouldn't.

If you are burning excessive oil and that is the only problem. There is a product sold in auto parts stores and in Walmart call Rislone Engine Restore. It will help reduce oil consumption. Repairing the engine is the best option, but it is very expensive. Depending on the age of the car, it may not be worth it.
If you have a head gasket leak. That indicates major repair as well. However you can work around it using a product called Bars Leak (Original formula). It helps in certain types of gasket leaks. It is not a permanent fix but it cost only about $3.00.
If you have only dark smoke coming out of the tailpipe, you may only need an Oxygen Sensor. They are inexpensive and not a major repair.
Since I don't know the year and model of you Mitsubishi, I'm trying to cover all of the bases for you.
I hope it works out well for you.
Good Luck, and have a Happy New Year.

What causes white smoke to come from the tail pipe with strong fumes while in idle?

A heavy presence of white smoke from the tail pipe is usually caused by a bad headgasket. If this gasket is bad, the vehicle may run rough as well as overheat.

White smoke coming out of the tail pipes

You don't say what the make model and year is, but yes it could be an intake gasket.
It could also be a leaking head gasket among other things.

White smoke is coming out of the tail pipe when first started and idling but goes away at road speed. when the car is shut off and restarted smoke comes out again

some of the time when a vehicle sits over night or for several hours you will get some water vapor that looks like white smoke until the vehcile warms up the cats on the exhaust system. Double check coolant level make sure it is where it should be if not I would say you have a head gasket problem and you need to have it fixed.

Does the wire that comes from the light go to a ground, or does it go to I/ Panel fuse when installing an illuminated cigarette lighter in a car?

The centre wire from the lamp socket goes to the Park and tail lamp fuse, if it has an earth wire, this should be fitted to the vehicle body with metal to metal contact. This ensures that the lamp in the socket is only illuminated when you have the vehicle park /tail lamps on. Alternatively, you can connect the centre wire to an ignition feed through a fuse but be warned, having the lamp lit up all the time can affect the surrounding plastic..
