Question about 1998 Volkswagen Beetle
Sounds like the locking hook is not engaging properly or the lock hook is locked into place.
look at the lock catch area and see if there is anything obstructing it. sometimes if the alignment is off it will not catch proper.
if the lock hook is engaged already -- place a screwdriver under the hook and pull up at the same time as you hit the hatch release button,, this will disengage the lock.
the lock it self might also be broken -- if this is the case ( rare ) you will need to buy a new one or a used one from a VW junk yard--- or a on-line parts supplier.
