81 VW JETTA DIESEL AT SPEEDS BETWEEN 60 TO 65 MPH TRYING TO MAINTAIN THAT SPEED ON A SLITE DOWN HILL THE CAR STARTS TOO BUCK. IF YOU GIVE IT GAS, IT WILL TAKE OFF, OR IF YOU LET UP ON THE GAS IT WILL SLOW DOWN. I HAD THE PUMP OVERHAULED , AND A NEW HEAD INSTALLED. AND IT STILL DOES IT. INJECTORS HAVE BEEN IN THE CAR FOR ABOUT 12 YRS, DO YOU THINK THE INJECTORS COULD BE THE PROBLEM?

12 yrs for a injector too old. really need to replace. the nozzle gives unacceptable spray pattern. that's why not get the proper performance of the engine.

Does your actual speed change or just the displayed speed? It could be a build up of brake dust on the speed sensor behind the rotor if it's displayed speed.

Have you had fuel pressure tested, and/or filter changed. Have you checked for plugged exhaust, such as catalytic converter? Quite often engine will also run a little hotter than normal when exhaust is plugged.

IPS Idle position sensor. or IAV needs cleaned Idle Air valve.Spark plugs usually have alot to do with the power of an engine.. Check plugs an wires//

Sounds like the EGR valve is giving you some trouble. If it is happening during steady cruises, That is where I would start. Do you have a check engine light on?
