Question about 1991 Mazda MX-5
Is there a drain that will clog and if so were
Had this same problem with my MX5 and is easy to fix.
Rainwater from the hood ends up in the sills and the outlet slits for these are blocked. Get on the floor, on your back. Locate the jacking points either side of the car. Poke a thin bladed knife in the centre of the welded seam. The water should come gushing out.

This seems to be a common problem with Dodge Vehicles.
There is a seal on the passenger side Hood Hinge area. If this seal is cracked or broken or missing you will get water in the car every time it rains.
The water runs down the windshield in to the Hing area under the Hood.
You may need to take the hood off to get to the seal. First pour water over the area, if it comes in the car there is your problem.
You can seal it with any water proof silicone sealer .
