The fuel pump relay only energizes for 2 seconds when you turn the key on. It re-energizes once the pcm detects engine rpm. What you are seeing may be the normal operation of the system.
If the vehicle still won't start or the fuel pump dosen't run you will have to trace the wiring from the relay to the pump and check your grounds.

The fuel pump is in the fuel tank. You need to have the means to support the fuel tank when you remove the mount straps so you can lower it far enough to get to the fuel pump which installs in the top of the tank. Hopefully it's not full of gas!

Standing at the front of the car looking at the intake manifold, its on the right hand side of the manifold about 6 inches down from the valve cover under a black cap with a 32mm top on it.
