On the 1992 Accord you have to remove the hub and bearing assembly in order to remove the brake rotor, you will have to remove the steering knuckle in order to get access to the brake rotor.

This is very common of Hondas if the front rotors have been turned(machined)off of the car or if an inferior quality rotor has been installed. Replace the front rotors and brake pads. This should cure your issue. Let me know if you need any instructions or diagrams.

After changing front rotors and brake pads on my 1999 Accord LX, Brake peddle goes to floor despite pumping them maney times. I do not have brakes.

You need to bleed them well..
Open the master cap.. Open the bleed valve on each break and let the fluid run out NOT letting the master empty all the way..
Run a few pints through and tighten everything up and you should be good to go..
