Question about 1995 Ford Thunderbird
A. There is an emergency fuel door release accesible from the trunk. Pull to open fuel door.
B. Electric release solonoid is behind trunk lining. One bolt , one electical plug and cable disconnect. REplace solonoid if failed. Troubleshoot from button at glove box to solonoid.

Usually they are opened via cable. you'll have to trace the cable and replace it, if it's broke. Sometimes you just need to lubricate the lever where you activate the door.

You may find a release for the fuel filler door in the trunk. Look behind the carpet on the side the filler is on and at about the same level.
