You don't need to remove them and it is actually preferrable to turn the rotors while they are still on the car. A good brake shop will have a lathe that will do this. Don't waste you time removing the rotors.

Trying to change the rotars on my 1991 mitsubishi mirage and there is a plate in between the wheel and the rotar that i cant figure out how to get off

you will need a puller to remove the hub from the spidle, and the rotor bolts on from the rear. or remove the spindle assembly and have a machine shop do it for your, a better idea since the wheel bearing will have to be inspected as well

My 1989 Chevrolet 1500 4x4 with a 350 stopped running. Checked the fuel pump changed the rotar cap rotar button and the coil. What else could it be?

Replace the pick up coil in the distributor, they are bad to go out. Also, while you are in there remove the ignition module and have it tested,to make sure it is good.

Removing front rotar

rotar doesn't contain the studs, the plate/hub behind the rotar does - you need a 32mm socket to undo the axle nut to then get at the hub (need a flat screw driver to lever the nut tang up first). If it's seized on put the rotar and wheel back on (leave the axle nut off) and gently rock it in a top-bottom motion (not radially or axially) to free it up. you can then gain access to the hub and studs. put the wheel nuts back on the studs 2 -3 turns so that you have a 'seat' and using a bolt with a smaller dia to punch them out
