Try putting water through it both ways, if it just won't go then pulling the heater core is the only option. You may be able to get it opened up and flowing once you have it out- if you see a bunch of scale in it try a mild acid such as a bathroom rust remover. If it's plugged with radiator sealer then lye will remove that.
And you may have to do the hateful thing and buy a new one.
