Thats correct with Blower commanded on there should be 12vlts constantly,it is the ground that is varied,so yo need to measure your ground with the blower commanded on,use you meter have one connection attatached to body ground measure the middle wire you should measure 0 vlts to no more that 2 volts,if you do and the blower still does not operate a new blower is the solution
Does the heater blow cold air from the vents or do you mean the there is no airflow from the vents? cold air from the dash vents when the heater control valve is set fully hot could be an air pocket in the cooling system. The radiator sits slightly lower than the engine causing air pockets to get trapped in the engine when you replace the coolant. you'll have to purge the cooling system to restore flow to the heater core. No airflow (blower motor inop) this could be a bad blower motor transistor. pin test the blower motor circuit.
there is a transitorized swith under passenger side dash right by the transmission hump there is a connector that goes into the duct work that is probable shorted out and supplies ground to one side of the blower motor. new part costs about $ 80
There is a fuse box inside the car to the left of the steering column. fuse 228 10 amp and fuse 208 40 amp. Check power to the blower motor connector. Check for water in blower. I have seen water get into blower motor and short out. Good luck I hope this helps.
There is a feature called afterblow. It was active on a variety of years and could be activated by the dealer when/if the customer was experiencing a musty smell from the air conditioner. Typically it will come on for about 3-5 min about 20-40 min after the car was shut down while the a/c was run.
