You have a fault in the power distribution box ,its under the bonnet near the battery ,something in here has a burnt connection ,dirty corroded fuse holder or just a wire breaking caused by vibration /movement

Why does my 2000 camaro 3.8 have a random surge during acceleration when the Asr is turned on?

ASR is your traction control, the reason why you have a surge is that the ASR is calculating how much force to give to each tire based on sensor data, and this takes time. When you turn it off, the acceleration is treated like any other car with out traction control. The 2000-2003 Camaro had one big complaint, a laggy traction control. You could potentially fix this by replacing the computer unit with a faster aftermarket model and changing sensors out with more efficient models, also tuning the engine can help reduce lag time or acceleration delay.

Why ref count moving so fast up and down when starting the engine

If the time is resetting on an after market stereo - improperly wired.
If the time is resetting on the digital clock (in dash) then battery connection may be loose causing dash to lose power while rotating starter.

2000 camaro window will not roll up and when I

Its either a shorted power cable to the window motor(less likely) or a jammed/damaged window regulator (more likely). Does it shut off the radio when you try to roll the window down as well? Either way, you'll need to pull the door panel to check the regulator/cabling.

You may need to replace the unit for it has gone bad. Or you can replace it with an after market stereo. Your choice.

Have you replaced the ignition switch? Passkey wire broken can cause no start problem.

My 2000 Camaro cooling fan runs continuously even with the ignition switch off.

Your most likely cause is a sticking relay or a short to power. Don't discount the fact that the short to power can occur inside of the electric fan motor!
