Have the engine scanned for trouble codes. This will let you know what needs to be repaired.

This may been an ignition module or a MAF sensor, this car may need to be diagnosed using a OBD I computer code reader to accurately diagnose the problem.

If you hit the gas hard the truck say's reduced engine power and rpm will only go to 1500

has a problem with throttle by wire system either tac motor or peddle postion sensor. there is a TSB for theese trucks if it has a ladder rack or uttility body try grounding to frame of truck bwith a ground strap. and clear the codes. there is also a reflash for ecm depending on vechile speed when code/codes set. it will not go over 1500 rpm or 20 mph due to the fact the ecm does not know where the throttle plate is. best bet is take it to a reputable service gararge

Look for a vacuum leak somewhere. This is the most common problem for a high idle.

03 saturn L300, reduced power engine light came on

You are not the only one. Ive met a good many of Saturn owners (most were 2001 L300 drivers) but they were plagued with the problem you have and practically identical codes. The following remedies have been known to work:

1. Replacement Battery Cable
2.Replacement ECU Wiring Harness
3. Replacement of ECU
