The sway bar has quite a bit of tension. You may want to consult a shop repair manual before attempting the repair. Please make sure to follow all the safety precautions. Auto Zone has some online repair manuals for free.

Does a 2001 buick lesabre have shocks ? if so how much does it cost to replace?

Ok first of all your car has shocks in the rear and they are not very hard to replace or terribly expensive. The front has what they call struts which in effect are shocks with a springs wrapped around them as an assembly. Replacing struts can be expensive and will probably need to be changed by a shop if you are not equipped to do it yourself. You will most likely need to get the wheels aligned as well. I recommend calling around to different shops for a price. My guess for new front struts installed plus the alignment is $300-$400.

When replacing the front sway bar on a 99 Buick Lesabre with 3.8V, does the engine have to be lifted or does the front contrl arms have to be removed? Thanks Jim B

You should be able to fish it out after removing the mounts on each side and the linkages. If not, remove the two engine carriage bolts "18mm" on each side in the back to lower the engine a couple inches, and don't let the steering shaft slide out too far.
