What do these codes mean on a diagnostics check? c, ev, o, oh,e? what are these numbers for ISO9141 KWP2000 and why does it steady blink on monitor then say backfire problems?

you need to read the manual for the machine you are hooking to the vehicle .
These are errors not codes you need to understand how it works better.

stop replacing parts and get the ingine analysed, sounds like a map sensor or airflow sensor, a code checker won't tell you anything if the problem is not registerd in the memory

Have you replaced the fuel filter (located along the fuel line from the tank, just ahead of the rear wheels)? Also, have you made sure that the fuel pump is properly grounded? Does the fuel gauge work? If you have a loose or bad ground on the tank, neither your fuel gauge nor your fuel pump will work properly.

My car sputters when i press the gas and it backfires

backfiring is a sign of low fuel pressure. sputtering is a sign of a misfire, You should have a code stored. Get the code to further diagnose
