Check the soleniod in the shift lever lock-or the cheap way out is to remove the little square cover directly above the shifter, then push down inside the hole with a small screwdriver. This will bypass the shift lock mechanisim.

Car is completely turned off. (Key is out of ignition) But the accessories still work, the window still rolls down.. Will this drain my battery, what do I do?

this could be a ignition switch issue -- the contacts might not be disengaging when the key is in the off position,, or maybe it is making contact ( as if in the accessory position ). this could drain the battery if there are accessories left on in the car. the celica is known to have many issues with the ignition switch -- if you want it fixed right I would recommend taking the car to a automotive locksmith and have them replace the ignition switch with a new one.
