Wel its either one of three problems, first check the ignition switch not the key the electric part of the switch on the steering column under the dash. its could be bad or have loose ground. second dodge minivans will also do this when the starter is bad, they get so bad that you turn the key to start and let up then it will crank and start after your hand is off the key. check for loose grounds around the engine also. and the loose grounds is the last. good luck these are the three most common problems for your model

This IS in the Power distribution area of your Electrical System Most Likely you have OVERLOOKED Something (EASY TO DO) you should look ESPECIALY in the Box UNDER HOOD close to Battery, Also Check ALL GROUNDS TO THE BODY of Vehicle, this takes a SLOW Carefull INSPECTION of these Items & Areas.

You can try disconnecting the battery, some times that work's, also have the a/c system check for freon pressure could be low being they did body work and maybe had to remove an a/c hose.
