1999 cadillac escalade will not turn over. Installed new starter/solenoid but still will not turn over.

If the Security Light is on, the anti-theft immobilizer is stopping the vehicle from running. What did you think its purpose was? :>D

With having wires cut, that makes things complicated.

no crankee, no startee. Sure battery is good? Battery contacts and starter contacts nice and clean and tight? Start solenoid getting energized? If not, why not? If so, is it any good?

Either the alternator is not being energized with the key on, or the main wire from the alternator to the battery/starter is bad.
Have you checked output on the back of the alternator with the engine running ?

On a vehicle that old,IF that is the original
trans, just pull it & rebuild it

This could also be the anti theft security system (passlock) shutting down the starter. This is a common GM problem that effected Escalades from 1999 to 2007. When the anti theft starts to fail, it gets confused and locks YOU out instead of just theives. The fact that you can start it at the starter helps prove this "theory". Another indicator would be if you saw a light on the dash that says SECURITY or a picture of a little car with a padlock thru it. This site explains the whole security thing and offers DO IT YOURSELF ways to fix it.

The fault may come from a faulty starter solenoid. If the solenoid is weak there will be no enough power to kick the engine's flywheel even there's new battery installed. Please have the starter solenoid replaced and observe how it goes.

Yes - your problem is in your starter - specifically the armature and / or brushes. The starter is located on the passenger side of the vehicle, mounted to the front of the transmission and back of the motor. The starter's armature kicks out and connects with the Ring gear ( automatic trans) or flywheel ( manual trans) and turns the flywheel ? gear to engage the engine. The clicking indicates the solenoid is completing the circuit but the armature is not engaging the gear.The positive battery cable goes directly to the solenoid which is mounted to the starter and the positive cable MUST be removed prior to removing the starter. The armature and related brushes can be replaced instead of buying a new or rebuilt starter / solenoid assembly but should be done by a qualified professional as it can be done wrong and cause serious damage to the ring gear or flywheel.

no doubt the bolts are all the same. take a bolt back out and take that bolt to a parts store and they will sell you a match. or wait and go to a dealer.

do you have a seperate coil for each spark plug check ur coil for number 6 or fuel injector

Check the starter and Solenoid. If you have a starter kill switch installed remove the FUSE from the alarm power wire.
