If they are standard power brakes, check the vacuum booster. The diaphragm may be broken. If it holds a vacuum it's OK. If the brakes run through the power steering pump, make sure the belt is tight and the steering is smooth.
where the cables connect to the rear parking brake shoes is like a hook shape waht iv seen happen is thay rust and stick after being aplied only real fix is to remove and free them up and re assemble the parking brake taking the cables off wont release the shoes from teh drum and will cause more damage in more parts will be needed to compleat the repair
It is usually a loose or broken wire on the inner side of the brake assembly on the right or left front brakes..........................My advice is free from my last experience through Fixya in a simple problem in which i made up and the wanted to charge me after helping so many without coin in my pockets.................Sorry My advice is free to you...........Hope this helps you out.
looked in the book and confirmed with an online diagram, for the spring positions and proper spring to bracket plate assembly. Thanks for all your help and sugesstions
make sure the idler motor is conected and wires are free and not stuck under the intake, and also check the pcv valve lines for proper routing, also check the line going to the vacium booster for brakes, and one of the ways to find vacium leaks is by aplying brake or carburetor cleaner to the suspected area and that will change rpm when leak found
