Might want to chk. for a fuel pump relay or maybe a fuel shut off switch, when you just turn key to on position (not to start) you should hear pump run and then a click that click will be the relay, if you don't hear either one you May have to test light plug on pump to see if you got power there, also chk. your ground wire at pump.Its possible to have gotten a defective pump.

Odds are it is the $20.00 ignition control module but that may be another fluke change out of parts. LOL

What you can do is disconnect the fuel filter and have an assistant watch under the vehicle while you turn the ignition switch (but with out actually turning the engine on. If the Fuel pump is an electrical fuel pump it will spit out fuel for about 3 to 5 seconds.
If nothing happens then a more extensive method to checking the fuel pump
Ok if you could find the fuel pump relay.
It will have either 4 pins or 5pins
This is a trick to activate the fuel pump with out the engine actually running and for longer that 3-5 seconds.
the 4 pins are numbers 85 86 30 and 87 (87a)
If you can remove the relay and memorize where the pins go. Then acquire a bobby pin or paper clip and cross the terminals 30 and 87 (87a) and if the fuel pump activates then it functions but remember to have the key in the ignition with it to the run postion but the engine off. If this works then the relay could be bad, Test Terminals 30 and 85 for resistance.

What motor is in the 04 Cavalier? If it’s the Eco Tech 4, you need to remove the black cover on top of the engine to access the plugs. Once you remove this cover you will see the coils and the wires for the plug are attached to this cover. Gently remove the plug wires and disconnect the electrical connector from the coils. Set this assembly aside. Using an extension and the correct size spark plug socket. Remove the plugs. With the new plugs check and verify the gap is correct prior to installing the new plugs. One the correct cap has been set, install the new plugs. It is recommend to use a piece of vacuum hose to start the threads on the plugs as to not cross thread the new plugs. One the plugs threads are started use your wrench to tighten the plugs. Do not over tighten as you can strip out the threads. Then reinstall the wires and connect up the coils, reinstall the cover and start the engine. Make sure there is no check engine light and the motor is running correctly.

Perform a valve clearance inspection and adjust if necessary. Tight or sticking valves will cause a misfire or rough running concern. Note: Perform valve adjustment when the engine is stone cold. 4cyl: INT 0.26mm EXH: 0.30mm (V6 engine are hydraulic and no adjust necessary.) Also check for a sticking or stuck open EGR valve. For diagnostic purposes only: Remove the EGR valve. Place a business card over the EGR passage and bolt the EGR valve back on. This plugs the EGR ports and if the misfire goes away the EGR valve is partially stuck open and is defective.
Check for low fuel pressure. Check for low compression. Check cam timing. Check for a weak ignition coil. Also don't over look the possibility of worn or broken engine mounts which cause excessive engine movement and engine vibration. -hope this helps
