Question about 1992 Chevrolet Caprice
I had similar problems with my 91 caprice. As a last ditch effort I changed the oxygen sensor. That fixed it instantly. The old sensor did not throw a code... GO FIGURE!! And at $20, it's a fix that won't break the bank. Just be warned, my old O2 sensor was cross threaded into the exhaust manifold :(

Most likely throttle body injectors . taks off the breather and they can be seen actually spraying gas into yhe throtle body have a friend crank the car while you watch the flow of gas u will probably find they are spitting. o reillys sells a set of injectors for around 80 bucks if u cannot afford this go to a pul a part and get several sets almost ant 1991 -993 caprice or roadmaster or rear drive caddy will work. u should get these injectors for 5 to 10 bucks apiece or the whole throttle body itself for 40-50 only tales star bits to remove let the parts store make u a copy of how to remove injectors out of the box for new injectors let me know if this helps have had the same problems lots of times also clean air filters help

Here are the more common cause of surges, stalls at stops, slow idle speed, erratic idle, it is in most cases the idle speed control air-bypass valve and/or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving
