I have no idea about an idle up solenoid relay but i had the same problem.. there is a hex screw on the motor that takes a very small allen wrench head where you can adjust the idle from there. its near the throttle body

The torque converter may be shot.

The main Transmission fluid pump may be shot.

The electricals to the solenoids may be disconnected or relays maight not be functioning.

Look for drips of oil and listen for strange sounds coming from it.

When i pull up to a light it idles rough and will stall. it does start right up i replaced the ivac motor still idles rough when i slow down to stop and start

It could be a sticking torque converter lock up solenoid (TCC solenoid). Try unplugging the green wire connector on the trans to disengage the solenoid and see if it still stalls. Sometimes flushing the trans fluid helps, but other you need to replace the the TCC solenoid. You can do it yourself without removing the transaxle (you just need a repair manual and socket driver set that includes torx and hex or allen head bits).

1991 geo metro intermittant starting

If the dash lights stay on and do not dim when you turn the key, (if the lights dim it's likely a bad starter) it could still be the solenoid on the starter (the + battery cable attaches to it) getting stuck, but there are a couple of other things to check. I would start (no pun intended) by putting a voltage tester on the stud for the switch wire (the small wire) at the solenoid and check if there is voltage to the solenoid. If there is, and the starter doesn't crank, it's likely the solenoid. If there's no power to the solenoid, I would trace the switch wire back checking for bad connections and then check the clutch switch. The clutch switch is under the dash aligned with the top of clutch pedal arm so that it is pushed in when the clutch pedal is pushed. It is a safety interlock to keep the car from starting if the clutch is out, but mine has occasionally not made contact. You can check it by using a DMM to do a continuity test when the button is pushed.
